 The "Bihar Agricultural Road Map 2012-2017," the second agriculture road map for Bihar, which was introduced by the then-President of India Pranab Mukherjee in October 2012, included a formal proposal for the establishment of a university of animal sciences.  The roadmap listed "A new University for Animal Husbadry [sic], Dairy and Fisheries shall be set up in the state" as one of its goals.  Nevertheless, no particular money was allocated for starting the university; instead, funding was to come from the overall budget for animal husbandry. 

The Bihar Animal Sciences University Act, 2016, which was enacted as a Bill in August 2016 and announced later that month, provided the legal basis for the university's establishment in 2016.  The university was established by combining six other institutes from Rajendra Agricultural University and Bihar Agricultural University with the transfer of two colleges from Bihar Veterinary College and Sanjay Gandhi Institute of Dairy Technology.  The College of Fisheries, Kishanganj, was a second college that was planned to be established. Two years later, in May 2018, the college received official approval, and it was founded in August of that same year.  Rameshwar Singh, the university's first Vice-Chancellor, was appointed in June 2017, making it operational. The university was one of the six private and four state institutions founded in Bihar in 2017–2018.
