In Kolkata, West Bengal, India, there is a public medical school called WBUHS (WBUHS). It was created in 2003 by an Act of the West Bengal Legislative Assembly with the purpose of improving administration of the programmes linked to health and medical education.  The primary goal of founding the institution was to raise the calibre of medical instruction offered in the state.

Prior to the founding of the WBUHS (WBUHS), many state universities oversaw undergraduate and graduate medical education at various state medical institutions in West Bengal. In terms of the teaching and learning process, the nature and standards of the evaluation, and most critically, the recognition of the graduates from the various universities, this led to a substantial gap between the several state medical institutions of West Bengal. As a result, the state's medical education stakeholders unanimously agreed that the medical education system needed to be made more equitable.
