RGUKT was founded as a result of a meeting between Professors D. Raj Reddy and K. C. Reddy in April 2007. Dr. Y. S. Rajashekar Reddy, the then Chief Minister of Andhra Pradesh, was presented with the proposal. During that time, Dr. YSR was dissatisfied with the options available to rural youth and wanted to establish a university fashioned after the IIIT with an exclusive focus on providing rural kids with technology-focused higher education to increase their career prospects.

Under the leadership of Prof. K.C. Reddy, then-president of APSCHE, a Task Group was formed that made recommendations for the establishment of a technology university to help rural youth.

RGUKT was established by the AP Government in March 2008 as a full-fledged university with three campuses according to a legislative act.

By way of a legislative act, the AP government established RGUKT in March 2008 with three campuses as a full-fledged university that would initially enrol about the top 1% of rural students to the three residential campuses in RK Valley, Basara, and Nuzvid.

In August 2008, the first group of around 6,500 graduates from the tenth grade was accepted into the six-year integrated B.Tech programme. The first selection was based on the "Mandal Best" concept, where students were chosen based on their performance in the SSC test in each mandal.
