In April 2007, the Andhra Pradesh Chief Minister proposed the concept of establishing IIITs in the state. In order to provide better possibilities for rural students, he intended to establish at least three IIITs in the three areas of Andhra Pradesh. He was disappointed with the prospects offered to rural youth. The task force was established with Prof. K.C. Reddy as its chairman. This Task Group presented a report to the government suggesting the structure and functioning of the proposed institutions. RGUKT was established by an act of the legislature from the AP government in March 2008 as a full-fledged university that would initially only admit the top 1% of rural students to its three residential campuses.
