Indian state of Bihar is home to the Nalanda Open University (NOU), which is located in Patna. It is the only university in Bihar that offers open and distant learning programmes. An decree issued by the Bihar government in March 1987 founded the university. It is the only university in the state of Bihar designed specifically for the delivery of education via distant learning. The Bihar legislature replaced the former ordinance with the Nalanda Open University Act in 1995, and this university thereafter came under the control and jurisdiction of the new act. It bears the name of Nalanda, the historic centre of learning and home to the renowned Buddhist Nalanda University.
