The government has chosen to construct Cluster Universities in the States as a way to decongest these Universities, as the majority of State Universities are overwhelmed with hundreds of connected colleges. These cluster universities will be developed from the four to five nearby colleges that currently exist. The Ministry of Human Resources and Development's Rashtriya Uchchattar Shiksha Abhiyan (RUSA) programme provides funding for the Cluster Universities' infrastructural development (MHRD). The Srinagar and Jammu Cluster Universities Act, 2016, which was approved by the state legislature of Jammu and Kashmir on July 8, 2016, authorised the establishment of Cluster University of Srinagar as a state university. The University of Kashmir/Jammu is comparable to two Cluster Universities in the State.
